Andrea Marega

With a professional relationship with Ughi and Nunziante of about 15 years, Andrea became partner in 2015, as head of the Antitrust, Regulation and Public Law team.

Andrea has extensive experience in assisting companies, whether privately or publicly controlled, in dealing with the public authorities and handling market issues.

He deals with state aid, business practices and all aspects of antitrust law, from the application of national and EU merger control discipline, to merger control management and coordination of multi-jurisdictional transactions, Foreign Direct Investments in Italy and concerning Golden Power, to horizontal, vertical or conglomerate aspects of agreements assessable under the prohibition of restrictive agreements, to other conduct of companies assessable as potential cartels (concerted practices, conscious parallelism, etc.) or abuse of dominant position, antitrust compliance programs.

As an expert in public law and regulation, Andrea focuses on public network services, local and national utilities, public procurement, public policy issues in regulated sectors, including digital services, new technologies, energy and the environment, telecommunications, transportation, and services and products in the pharmaceutical-health sector.

Prior to joining the Firm, Andrea worked for over five years in the Antitrust, Competition and Trade group of the law firm Freshfields Bruckhaus Deringer LLP. He also gained professional experience at the European Commission, Brussels, dealing with public procurement of research and development and, previously, at the AGCM, where he worked on cases concerning competition and misleading advertising in the telecommunications and audiovisual sectors.

He is a Ph.D. candidate at the School of Doctorate in ‘Public Law and Economics’ at the University of Pisa with a dissertation on antitrust law.

He graduated with honors from the University of Pisa. He received the prize for the best dissertation in Administrative Law among the Universities of Bologna, Florence, Pisa and Siena for the year 2004 from the Umberto Borsi Institute of Administrative Studies. He holds a Master of Laws in “Company Law” from SP.I.S.A. (School of Specialization in Public Administration Studies) of the University of Bologna.

He is the author of several publications on antitrust and administrative law.
